Choosing a club that offers many training hours per week and attending these classes regularly as often as you can will shorten the time it takes to become very good at sword fighting, if that is your goal. Most HEMA martial art styles such as Armizare and Kunst des Fechtens involve learning to use several different types of weapons in addition to grappling; mastering all of these weapons is something not everyone sets out to do. Even fewer people study the mounted combat sections of these arts.
Generally speaking however, mastery of these systems is feasible within a few years of dedicated study, if someone decided to do this. Comment by Ehayen I think what's going on is that some items including this one only spawn on one or a certain number of servers at a time. I had to group hop 4 times before it showed up. Also: Agroing the sword mob also agros the Examiner Bolin inside the building. After you start attacking the sword he will do his attract vocal and then teleport onto the roof, which also agros the dredger by the wall, so you'll be fighting all 3 at once.
Examiner Bolin breaks out of Freezing Trap so don't bother trying that on him. Also the reward is a sword, so if you're not a melee class, unless you really want 85 vendor gold you can probably skip this quest. One thing I think that was different was that this time, when the rapier was present, as I approached the location there was a grey arrow on my minimap indicating the existence of something outside the range of my minimap.
I think that arrow is a canned blizzard arrow, and not one provided by an addon. I don't recall seeing that arrow other times I've checked for the rapier when addons had falsely indicated that the rapier was present, but I could be wrong.
